Governance & Government
  • Governance is the process of making decisions and setting rules so society lives together peacefully.
  • Government is the formal system that enforces this rulebook.
Three Organs (Separation of Powers)
  • Legislature: drafts and makes laws (e.g. Parliament).
  • Executive: implements and enforces laws (PM, CMs, police).
  • Judiciary: interprets laws, settles disputes, gives justice.
  • Kept separate so they check and balance each other — no single group becomes too powerful.
Three Levels of Government
  • Central: defence, foreign affairs, railways.
  • State: state police, agriculture, public health.
  • Local: streetlights, garbage, water supply.
Rural Local Government
  • Gram Panchayat (village) — elected by Gram Sabha, headed by Sarpanch.
  • Panchayat Samiti (block) — coordinates several Gram Panchayats.
  • Zila Parishad (district) — oversees district development.
  • Nyaya Panchayat: a village-level body that settles minor disputes only — it cannot examine Gram Panchayat's accounts or spending.
Urban Local Government
  • Nagar Panchayat: transitional areas, small towns (<1 lakh).
  • Municipal Council: medium cities (1–10 lakh).
  • Municipal Corporation: mega-cities (>10 lakh), divided into Wards.

Logic Chain — How a Village Gets a New Road Built
Step 1
The Gram Sabha (all adult voters) meets and identifies the need for a new road, which connects to electing representatives to act on it.
Step 2
Elected Panchs and the Sarpanch form the Gram Panchayat, which connects to drafting a formal village development plan.
Step 3
The Gram Panchayat submits its plan to the Panchayat Samiti, which connects to coordination and funding requests reaching the Zila Parishad.
Step 4
The Zila Parishad approves and releases funds, which connects to the road being built and the Gram Sabha reviewing the outcome.

Do not treat Civics as a list of names to memorize. The next time you see a garbage truck, know that it is your Municipal Corporation at work. Link the syllabus to your own neighbourhood, and the difference between Local, State, and Central governance becomes second nature.
For Parents
Ask your child to name your local Sarpanch or Ward Councillor, and show them a property tax or electricity bill — the local body's name is printed right on it.
